In 1977 the Vermont Lottery was established. The Lottery's declared objective was to "generate the largest amount of net revenue consistent with the dignity of the state and the general welfare of the people." The Vermont Lottery received $250,000 in startup money in 1978. The lottery took seven months from its start to create the first ticket and eighteen months to pay back the $250,000.
The first game, Green Mountain Game, was released on February 14, 1978. On June 20, 1978, the first instant ticket (Scratch 'N Match) was on sale. On November 10, 1980, the first online game (Pick 3) was released.
Today, the Vermont Lottery is managed by a small, efficient team of professionals comprised of 21 full-time workers, with oversight from five board members selected by the Governor and confirmed by the Vermont Senate. It still has one of the smallest staffs of any lottery in the US.
The Vermont Lottery is dedicated to donating 100% of its revenues to the Education Fund while simultaneously emphasizing the significance of responsible gaming.
